...........So we have had now for at least a dozen years the growth of a parallel state that operates by its own rules, in secret, and in ways that would be considered unconstitutional. (I know we needn't remind our readers of what the Fourth Amendment guarantees, but just to refresh your memories: "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.") Again, what's important here is not the mere incidence of the government violating the Constitution, but the creation, nurturing, shielding, and rapid growth of structures that institutionalize an alternative authority, set of rules, and permissible action.

When, years ago, I was researching a book on Turkey, then under the sway of its military, observers would often speak darkly of "the deep state" -- those hidden, powerful, extralegal agencies and cadres that would act on their own authority. Other countries would have them too, usually enabled by police ministries or intelligence agencies. Dissidents, out-of-line newspaper editors, priests and nuns speaking truth to power, union organizers -- these types would come under the scrutiny and often the harsh reprisals of the deep state.

Now we know: the United States of America is partially governed by a deep state, undemocratic, secret, aligned with intelligence agencies, spying on friend and foe, lawless in almost every respect.

If this doesn't constitute a coup d'etat, it's hard to imagine what would. People we barely know of -- the director of NSA, the eleven judges on FISC, who knows who else -- are running the deep state. The actual president seems just fine with everything it's doing, or is so weak-kneed he can't see fit to put an end to it. I'm not sure which is worse.

We have known for many years that corporate money in politics had essentially bought Congress at the expense of the middle class, the environment, and other popular causes. The Israel Lobby owns U.S. policy in the Middle East. Other lobbies -- Big Pharma, military contractors, agribusiness -- have corrupted policy for profiteering through campaign spending and other old tricks of the Washington trade. But the deep state is a different phenomenon -- less about money or corporate privilege, far more about a security pathology that has become embedded, empowered, and rogue, constitutional governance be damned. The seduction of policymakers by corporate money is sad. The psychotic, parallel state is terrifying.

BRITISH MILITARY INTELLIGENCE CONTROL POLITICAL POLICING OF BRITISH OCCUPIED IRELAND

The 1916 Societies held a well attended and highly successful discussion in the Ashgrove Centre in Portadown on Saturday past, March 1st, to highlight the ongoing issue of political policing and the continued presence of British Military Intelligence at the heart of the policing process in the occupied six-counties. Darragh Mackin from KRW Law was joined on the panel by eirigi's Breandan MacCionnaith and Stephen Geraghty from recently formed human rights group, Justice Watch Ireland.

Much of the discussion focused on the use of a 'stop and search' policy on behalf of the PSNI as a tool of political harassment as well as continuing attempts by both the PSNI and MI5 to coerce young people in the six-counties into working as state-paid informers and how such attempts constitute a severe infringement of the right to life guaranteed under the European Convention.

Following a contribution from the floor by Dungannon republican Packy Carty it also became evident that efforts to tackle this issue of informer recruitment through the office of the Police Ombudsman, in relation to a recent attempt by uniformed PSNI Officers to recruit a young man in Dungannon in broad daylight in a crowded street, had revealed the accountability mechanisms supposedly contained in the Patten reforms to deal with such infringements were in effect non-existent and in their own words 'not the business of the Ombudsman's office'.

This is a startling contradiction of the propaganda which tells us the PSNI is now accountable locally, nothing could be further from the truth. An estimated 40 percent of the force has ties to MI5 structures and often such ties - due to the the fact MI5 is beyond the reach of the Patten reforms - effectively means the accountability structures supposedly put in place to prevent the type of abuses witnessed when the PSNI was known by its old title - the RUC - in many instance are effectively compromised.

That MI5 should have no role in policing given its sordid history - much of which has yet to be fully exposed - should be self-evident but the reality is they occupy a central role within the prism of policing in the north of Ireland today despite assurances to the contrary. This has severe implications for the political position of those apologists of the PSNI who maintain we have been in a new policing dispensation since 2007. Given the unaccountable role British Military Intelligence plays in policing then any such notion has been well and truly put to bed. It has been categorically shown to have no basis under the current policing reality.

All in all the days events demonstrated to those in attendance that policing in the north of Ireland has failed to make the promised strides forward in terms of local accountability those still condemned to live under Britain's authority in the six-counties were promised under the banner of the 'new dispensation'. Quite simply this has never materialised.

Alongside the all-pervasive role of MI5, within both policing structures and wider society itself, it goes to show that we are not as far removed from the conditions that gave rise to the myriad human rights abuses attributed to the British state during the recent armed conflict in this part of Ireland as some would have us believe. This should be a cause of concern for us all.

Military Madness: Has Our Species Become Insane?

The whole society is sick’¹. We are in the grip of a death wish. She points out that 1 in 25 people are sociopaths with ‘no moral conscience’ and these are the people who rise to the top; who are in charge. Is she right? Have we really become insane? There is good reason to believe so. By insane behaviour I am referring to avoidable behaviour which will result in our own destruction and would be seen as such if we were ‘in our right minds’.

There are many reasons for the belief that much of our behaviour has become insane. Here are some of them.

1.      Nuclear Weapons on High Alert – 2000 nuclear weapons are held ready for launch at the press of a button. This could happen by accident, misunderstanding or malicious intent. It came within hours of happening in 1962 during the Cuban Missile Crisis. It came within seconds of happening when the drunkard President Yeltsin had his finger on the button after being told Russia was under nuclear attack. It could happen now at any time. Is this sane?

2.      Nuclear Arsenals – There are seventeen thousand nuclear weapons in existence; enough to incinerate everyone on the planet many times over as well as destroying most of the other nine million species we share the planet with. Is this sane?

We are not told the destructive power of the weapons being deployed but we do know, for example, that the 180 B61 American bombs now in Europe can be 30 times more destructive than the Hiroshima bomb. President Obama has recently put $537 million in his 2014 budget proposal (total cost is expected to be $10 billion) to upgrade these bombs and make them more accurate!² Each bomb can destroy a major city the size of London or New York. Is this sane? All this is totally unnecessary. A perfectly sane alternative is available – an enforceable treaty banning nuclear weapons. The existence of a feasible sane option compounds the madness.

Harbouring arsenals of nuclear weapons undermines our very humanity. As the Nobel Laureate in Literature, Kenzaburo Oe, declared  “The most terrifying monster lurking in the darkness of Hiroshima is precisely the possibility that man might become no longer human.”

3.      Nuclear power and radiation – Contamination from a single failure at Chernobyl spread right across Europe. The struggle to keep the lethal emissions at bay is going on still, 27 years later. At Fukushima three complete meltdowns of reactor cores have been emitting radioactive material for over two years and nobody knows how to stop it. If the wind had been blowing the other way when the disaster started Tokyo would have had to be evacuated and a large part of Japan would have become uninhabitable for 300 hundred years³. If another earthquake occurs the cooling ponds of reactor 4 (loaded with fuel rods) could lose their coolant releasing sufficient radiation to pollute the entire northern hemisphere³. Two and half years after the triple meltdowns started the general manager of TEPCO, the responsible corporation, announced, referring to the discharge of radioactive cooling water into the sea, “We understand that this discharge is beyond our control and we do not think the current situation is good.”⁴

Humanity is refusing to abandon a technology which can, through a single accident, pollute countries and continents. Is this sane?

4.      The Arms Trade – The arms trade fuels the world’s wars. It is a major cause of human suffering.Each year, around $45-60 billion worth of arms sales are agreed. The 5 permanent members of the UN Security Council (US, Russia, France, United Kingdom and China), together with Germany and Italy account for around 85% of the arms sold between 2004 and 2011⁵. Most arms sales (something like 75%) are to developing countries⁵. The leaders of selling countries are shameless. Prime Minister Cameron recently led a bevy of arms dealers on a selling spree to Saudi Arabia (the only likely use of weapons sold to the Saudi government will be against their own citizens when the Arab Spring finally arrives). Senior UK Minister Dr Cable MP took another ‘defense delegation’ to India. Dr Cable publicly justified the UK government’s behavior by saying if we didn’t do it someone else would. This does not earn a reprieve for other criminal activities like robbing banks. Another common justification is ‘The arms industry creates jobs’ – jobs for killing people. Can any of this be considered rational behavior by mature human beings?

5.      Wars – Global military spending is over $1.7 trillion dollars; more that 2/5^th of this is by the US⁵. The western powers purport to be peace-loving. The only countries on the planet who currently routinely invade other countries and kill their citizens are the UK and the US.  The western powers claim to be law-abiding. Yet the United Nations forbids armed attack on other states. The 1970 UN Declaration on Principles of International Law declares, ‘Every State has the duty to refrain in its international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations. Such a threat or use of force constitutes a violation of international law and the Charter of the United Nations and shall never be employed as a means if settling international issues’. Clear enough?

In order to stop terrorism we invade other countries where we think there might be terrorists and slaughter their families. Like dousing a fire by throwing petrol on it.

Despite thousands of years of experience to the contrary our leaders still behave as though the best way of solving a dispute is to kill the opposition. Madness.

6.      Global Warming – The planet is warming (up 0.8° F since start of 20^th c). Scientist are over 90% sure the primary cause is human activities such as burning fossil fuels and deforestation⁶.

Lowest estimate of rise is 1.1 to 2.9 °C (2 to 5.2 °F); highest estimate 2.4 to 6.4 °C (4.3 to 11.5 °F). Acceptable level of rise is generally considered to be 2.0 °C. Our response is to continue with a system of fossil fuel dependency for billions; a system which is expanding round the globe.

A 2012 report in the Guardian states ‘The first phase of Kyoto, the only international binding treaty on emissions cuts, has failed to slow global carbon emissions’⁷.

A recent World Meteorological Organisation Report (WMO) gives current actual trends based on measurements. The report confirms the upward trend of temperatures. The recent decades was the warmest ever recorded for the northern and southern hemispheres. This is true of both land and sea temperatures. The rate of temperature rise in the past two decades has been unprecedented and moreover the rate of sea level rising is accelerating⁸. The extreme weather of recent years which has caused countless deaths is believed, by most meteorologists and climate scientists to be an indicator of what is to come from climate change.

The fact that climate change is happening and that pollution is a contributing factor has overwhelming scientific support. Yet our species is in a state of denial. There is a lack of political will and denial is encouraged by powerful economic interests.

Excessive increase in global temperature will result in famine, floods, water shortages, large population movements, and land and resource wars. Surely a rational sane world would ensure that this does not happen due to human pollutants by agreeing and imposing necessary limits on polluting emissions.

7.      Sociopathic and psychopathic leaders – The gratuitous wars started and waged by the US and UK governments result in the deaths of hundreds of thousands of people. These governments support and/or turn a blind eye to kidnap and torture and terrorise innocent villagers in Afghanistan and Pakistan with drone attacks. Both governments authorise the use of the nuclear agent depleted uranium which deposits radiating materials injurious for thousands of years and which condemn the unborn to a lifetime of suffering. Since the war there has been a huge increase in cancers and the number of deformed babies born in Iraq⁹. In Fallujah doctors have advised women not to have babies because of the terrible risk¹⁰. Deeds which would be prosecuted as major crimes if performed by citizens are routinely enacted by our leaders yet they take no responsibility for these crimes and exhibit no remorse. They act without conscience; they are sociopaths and, in some cases, psychopaths (occupying the extreme end of the sociopathic range).

  Sociopaths and psychopaths are characterised by their lack of empathy^11,12; the ability to experience the feelings and emotions of others. Guilt and remorse are a foreign land. They are both irresponsible and have an overblown sense of entitlement. Nothing is ever their fault. All these are characteristic which we can readily recognise among the power elites of our mad world; in politics, in banking, in the world of ‘defence’.

At one time psychopathology was called moral insanity, an apt term ripe for reinstatement.

As stated above 1 in 25 people are sociopaths¹³ and, like oil in water they pollute the top layer of society; their ruthless drive facilitates their access to power.

The renowned US writer and journalist William Blum declares, in an article referring to ‘Washington’s endless bombings and endless wars’ and Kerry’s hounding of whistleblowers, that we are witnessing ‘Unlimited power in the hands of psychopaths’ He adds, ‘My own country truly scares me’¹⁴.

Corporations which in some cases seem to be more powerful than governments are also reported to suffer from the same malaise. We are told that ‘People like Thom Hartmann have suggested that to be the head of a fortune 1000 corporation, one must be a sociopath. A researcher on corporate psychopaths puts the numbers between three and 12 percent of managers’¹⁵. The book ‘Snakes in Suits’ by the psychologist Robert Hare is about psychopaths in the world of corporations.

The psychopathic behaviour of our political and corporate leaders is clear for all to see; but what about ourselves, the citizens. There are very many more of us than there are of them. Why do we tolerate their crimes? Is our passivity not itself a form of madness?

They all fall under the Thunderbolt team. Their training is very sophisticated with American Delta forces, the British SAS,and Russian Spetsnaz having with specialist combat skills and the best of equipment. By Robert FiskJuly 27, 2013 "Information Clearing House - "The Independent" - Hundreds of thousands of people turned out outside Cairo’s Rabaa mosque yesterday to protest against the coup d’état in Egypt, while hundreds of thousands poured into Tahrir Square to support their favourite general, Abdel Fattah el-Sisi, who staged the coup-that-we-mustn’t-call-a-coup.

Grotesque, unprecedented, bizarre. Call it what you like. But the helicopters swooping happily over Tahrir, and the line of visor-wearing riot police and troops standing opposite the Muslim Brotherhood’s barricades, told their own story. Journalists should not be merchants of gloom, but things did not look too good in Cairo last night.

The saddest thing – the most tragic, if you like – was that the crowds in Nasr City, close to the airport road where the mosque stands, were as cheerful and welcoming as the masses in Tahrir who regard their opposite numbers as “terrorists” rather than supporters of Mohamed Morsi, the legally and democratically elected President of Egypt who was overthrown by the army three weeks ago. The tens of thousands of Egyptians crossing the Nile River bridges or sweating in the 40C heat on the highway to the airport were so happy they could have been heading for a football match.

But there the jollity ends. The Muslim Brotherhood men and women carried Morsi’s picture and had painted Stars of David on the military barracks near the mosque. The Brotherhood had piled thousands of sandbags around their tent encampment and piles of stones to hurl at anyone trying to move them. But the soldiers down the road – also, it has to be said, cheerful and quite friendly – were holding automatic weapons beside French and American-made armoured vehicles, and they also held wooden batons and were flanked by policemen in shoddy black uniforms.

It looked as if they were only a few hours away from moving in on the Brotherhood, and no matter how many bearded men were reading the Koran on the roadway – and they were quite literally doing that – it was difficult to imagine the coming hours being anything but deadly.

One point that stood out – and it may be unfashionable to say so – is that the Brotherhood supporters were generally poor and looked poor in their grubby abayas and plastic sandals. Some of the Tahrir demonstrators, who were truly revolutionaries against Mubarak in 2011, trooped over the Nile bridges waving posters of General al-Sisi. And one has to say, painful as it is to do so, that the sight of well-heeled people holding aloft the photograph of a general in sunglasses – albeit a wonderful and very democratic general – was profoundly depressing. What really happened to the 25 January 2011 revolution?

“We love the soldiers but we don’t need the general,” a scarved woman shouted near the Rabaa mosque, but Sisi is now a well-known face, the man who will return Egypt to its true revolutionary path, if you can forget for the time being that the first genuinely elected president in modern Egyptian history is probably incarcerated in one of those barracks we drive by so blithely on the way to the airport.

But Egypt does need a government. Driving back from Nasr City to central Cairo tonight, my car was blocked in a traffic jam because rival families were fighting a gun battle across the highway. About 1,000 Cairenes had joined in by throwing stones from an overpass. Two miles further on, a middle-aged woman was driven down by a motorcycle and lay on the road in great pain. Many of the drivers who saw her carried on their journeys, the noses of their families pressed to the window as this lady lay spread-eagled on the highway in her black dress. The near future does not look good.
