What did police know about historic child sex offences Link

A former Army officer has said any new investigation of the Kincora Boys' Home must have access to information from intelligence agencies.

Colin Wallace tried to draw attention to sexual abuse at the east Belfast home in the 1970s.

He said if the home is included in a UK-wide investigation into abuse, then the terms of any inquiry into what happened must be widened.

In 1981, three senior care staff at the home were jailed for abusing 11 boys.

It has been claimed that people of the "highest profile" were connected.

Mr Wallace received intelligence in 1973 to say that boys were being abused, but claims some of his superiors refused to pass on the information.

"I know that some officers from the security services in Northern Ireland did know and actually reprimanded intelligence officers from raising the matter and also told them they were to desist from any further investigation," he told the BBC's Sunday Sequence programme.

Mr Wallace said two previous inquiries which looked at Kincora - the Terry Inquiry and the Hughes Inquiry - did not examine evidence relating to the intelligence services.

"My evidence, and the evidence of other people, was ruled out, because those inquiries quite clearly, and indeed, we know now specifically and deliberately, ruled out the role of the intelligence services," he said.

"The evidence that I was willing to give to previous inquiries, from the Official Secrets point of view I couldn't do that because that was not within the terms of those inquiries.

"If there is going to be any way of moving this forward, the government - and David Cameron has said no stone will be unturned - must make sure that any information, held anywhere by any agency will be made available.

"But of course the problem is, I know from my own personal experience, that those files have long since disappeared."

'Truth may never be known'

Mr Wallace said he doubted the full truth would ever be known about Kincora.

"I don't want to be pessimistic and I genuinely hope that there will be a major effort now to bring closure, now that we know more about abuses on a national scale," he said.

"But I have to say, based on my own personal experience, I really doubt that very much (that the full truth will ever be known)."

Kincora victims, politicians, former police officers and campaign groups have all called for Kincora to be included in a UK-wide investigation into abuse.

The chair of Northern Ireland's Historical Instorical Abuse Inquiry, Sir Anthony Hart, has said it "does not have sufficient powers" to investigate some of the allegations relating to Kincora.

'Terrible abuses'

On Friday, NI First Minister Peter Robinson said the terms of reference for the UK's abuse inquiry should include Kincora.

"I want to see a full investigation into the terrible abuses which occurred in Kincora," he said.

"Having received this communication from Sir Anthony, it is clear that the proper route to fully investigate the abuse at Kincora Boys' Home is to have it included in our United Kingdom's Child Abuse Inquiry."

It is with great regret that I announce the death of Gerry McKerr from Lurgan.

Gerry was one of the original “Hooded Men” and had been active in the Republican movement, since the mid 1960s.

Gerry was arrested and interned on Monday the 9th of August 1971.Early on the morning of 11th August Gerry and the others were hooded and handcuffed, bundled into a truck where they were kicked and beaten, and brought to a helicopter.

After a flight of 30-60 minutes, they were pulled out of the helicopter, beaten and put into another vehicle, which brought them to RAF Ballykelly.

At RAF Ballykelly, Gerry’s hood was tightened and he was beaten badly before being taken into a room with a noise similar to “a constant roar of steam escaping a valve from a steam boiler.”

He was given another physical examination, stripped, and issued a pair of army overalls that were far too small. He was put into the search position against the wall, his feet bare on a slippery floor.

After a period of time, he was no longer able to hold himself up, fell and passed out. He awoke while being beaten around the kidneys. This pattern continued for days.

Gerry was eventually given a pair of boots and taken back to a helicopter, beaten all the way. He was transported to a place where he was served with internment papers; he felt some sense of relief that although the beatings continued, he was no longer subjected to the wall-standing and other techniques.

At Ballykelly, the torture continued. Gerry found it much more difficult to keep track of time. The interrogations became much more violent, as he was threatened, abused and insulted each time before being taken back to what he began to refer to as the “music room.”

He was told that he would never see his wife and children again if he did not cooperate. I recall Gerry telling me, his thoughts at the time were “Hell dare not be like this,”

After several days, Gerry was finally allowed to sleep, given a meal, and permitted to wash up before being taken to Crumlin Gaol.

At the Gaol, all of the men experienced an air of jubilation that they were still alive and free of the torture. Gerry called it “an absolute high.” In mid-October 1971, the Hooded Men were transferred from Crumlin Road to Long Kesh internment camp, where Gerry served as OC.

Gerrard McKerr was released from Long Kesh in 1975. The last year of his interment he was sick, developing a number of lumps on his neck for which he was given antibiotics.
Upon his release, he was diagnosed with lymphoma.

Two years later, his wife called him to the door; there were some men who were looking for him. Gerry, sensing trouble, grabbed the first man and slammed the door; the second man fired a gun through the door, hitting Gerry in the abdomen and groin area.

He believed the perpetrators were members of the Glenanne gang, to which nearly 90 murders in the Armagh area were attributed, including those of the Miami Showband.

Six weeks later, when he was getting ready to take his children to school, Gerry found a bomb planted beneath his car. Gerry moved his family from their home to a new house in the town.

I was with Gerry the moment we received the news the Irish government would request the European courts reopen the case of the Hooded Men. He was delighted and said “Justice, finally we will get justice”.

I will ensure that Gerry will receive justice. The case will continue in his honour.

Sophie Toscan du Plantier was murdered on December 23rd, 1996. She was battered to death with a rock and a concrete block. Fifty wounds were inflicted on her body.

Ian Bailey was first arrested on suspicion of the murder on February 10th, 1997. He was arrested again on January 27th, 1998. On March 30th, 2000, the DPP issued a formal direction that Ian Bailey should not be prosecuted on the basis of available evidence.

In 2001, an official in the office of the DPP, Robert Sheehan, wrote a detailed and damning (of the Garda conduct) analysis of “evidence” gardaí had assembled in connection with suspicions that Bailey had murdered Sophie Toscan du Plantier. It went through every strand of the Garda suspicions, including crucial “evidence” of “witness” Marie Farrell, which claimed Bailey had been seen by her in the vicinity of the crime scene around the relevant time. Even, given that “evidence”, Sheehan’s analysis concluded: “A prosecution against Bailey is not warranted by the evidence.”

In 2003, Bailey took a libel action against several newspapers. The key witness for the newspapers was Marie Farrell. Bailey lost the libel action and huge costs were awarded against him. He appealed the finding to the High Court.

In connection with this High Court appeal, an extensive discovery order was made by a judge of that court, Barry White, of all copy statements held by the office of the DPP that suggested Bailey was not implicated in the murder. About 700 statements were “discovered” but, curiously, Robert Sheehan’s damning analysis of the evidence was not included. There were 30 documents on which privilege was claimed and were not therefore disclosed.

Meanwhile, in 2005 Marie Farrell approached Bailey’s solicitor, Frank Buttimer, and made a statement to him, stating her previous statements and evidence were false, that she had been pressurised by gardaí into making these false statements and giving perjured evidence at the libel trial.
The High Court appeal against the Circuit Court finding against Ian Bailey was settled in 2007, with an agreement that Bailey would not have to pay any of the legal costs against the newspapers and a significant contribution was made by the newspapers towards Bailey’s legal costs.

Ian Bailey and his partner, Jules Thomas, commenced their civil actions against the State – her action is based on two unlawful arrests and detentions, one in clear defiance of directions from the DPP’s office.

There then commenced an action by a French magistrate, promoted to undertake an investigation into the murder, by lawyers representing the family of Sophie Toscan du Plantier, to have Bailey extradited to France to assist in the investigation and, possibly, to face trial there. All the relevant files were handed over to the French magistrate who was appointed to investigate the case. The High Court ordered the extradition of Ian Bailey but that was overturned in 2012 by the Supreme Court, members of which had sight of the 2001 analysis of the case by Robert Sheehan – that had been handed over by a Department of Justice official to Frank Buttimer in 2011.

The “explosive” material which

apparently shocked Enda Kenny on Sunday week last, and which propelled the resignation of Martin Callinan as Garda Commissioner, was unearthed by another discovery order, this time made by another High Court judge, John Hedigan, who is now “managing” the case and who may make further orders in connection with the case on Friday.

What is obvious from the timeline is the following:

n The office of the DPP and, almost certainly, Garda headquarters and the Department of Justice, knew since 2001 that there was egregious misconduct on the part of some gardaí handling the murder case.

n The DPP’s office, the Department of Justice, Garda headquarters, along with the entire political and media establishment have known since 2005, following Marie Farrell’s statement, that she had been coerced by gardaí into making a false statement and giving perjured evidence, that there was clear evidence of corruption on the part of some gardaí in an attempt to frame Bailey.

n Nevertheless, several institutions of the State collaborated with a French magistrate in seeking the extradition of Bailey.

n Alan Shatter must have known since the Supreme Court refusal to extradite that something outrageous had occurred .

n Although there was an internal Garda investigation , nobody seems to have been fired and certainly nobody prosecuted.

Not until the 3 April were three staff charged, with offences relating to the systematic rape of children in their care over many  years. They were  Orangemen William McGrath, Raymond Semple and Joseph Mains, who were later convicted and jailed, serving nominal, minimal, sentences of just two years, unlike the 16 years imposed on Liam Adams today.

In his book The Dirty War, Martin Dillon claimed McGrath w3as employed by MI5 since the 1960s, possessing an in-depth knowledge of loyalism in British Occupied Ireland whic was later to prove extremely useful in the murderous collusion documented in the book Lethal Allies .According to Henry McDonald and Jim Cusack, McGrath gave information on his fellow loyalist Orangemen after being blackmailed by MI5, who were involved  his paedophilia, taking no action regarding it in the British Scum State. McGrath also traded illicit religious tracts to the Soviet Union with the help of MI6, who smuggled propaganda into the Eastern Bloc inside Holy Bibles from God fearing Ulster. It took at least 4 weeks to arrive and when the postman finally delivered it into my hands ,I thought that I was about to open a Pandora's Box of highly sensitive and hitherto unknown revelations involving the high and mighty in Ulster and British society! Chris Moore describes very well the activities of the Born Again Christian, William McGrath but he patently fails to find out about and expose McGrath's visits to London and places outside of Belfast.He paints a sordid picture of a group of homosexuals abusing teenage boys . Kincora was much , much more than that! Who did McGrath meet in London, what was McGrath told by the his British handlers that made him a font of information . Indeed McGrath had been entrusted with very controversial information as to the direction that British and Irish politics would evolve in the future, especially around the policies of the developing European Super State! Was McGrath's Tara Group used by the British MI5 and Army security for other purposes? The Tara Group was set up originally , according to McGrath , to act as a "Doomsday Resistance" organisation in the event of a British pull out of Ulster. Does this make any sense ? McGrath was being handled by the British MI5 but Tara was to resist the British and Irish in the event of a British pull out! It does not add up!

McGrath was supposedly opposed by the UVF and one of their suporters , Roy Garland tipped off the police about McGrath's homosexual activities at Kincora. However the question has to be asked; who were and are the real servants of the British MI5 and Conservative Party? Was it McGrath , or was it really the UVF?

When the UVF Shankill Butchers thought that Mc:Laverty was dead , they dumped his body in an alleyway.Unfortunately for the UVF Butchers , McLaverty was not dead. Barely alive he was found later and taken to hospital where he stayed for six days in intensive care. When he recovered , he identified 8 members of The UVF Shankill Butcher Gang and they were arrested later.


One of those arrested was Bobby (Basher) Bates, who was to supposedly hear Gods word and become a Born Again Christian. The question I would like to ask is; was Bates a Born Again Christian before he was caught? I say that he was!!!!

In statements to national broadcaster RTE, the two executives denied any wrongdoing and any “strategy or intention on the part of Anglo Irish Bank to mislead the authorities.” The two men did not deny the conversation in the excerpts of the statements that RTE read out, Reuters reports.

Bowe excused his comments as “off-the-cuff” when questioned by reporters over the weekend.
Irish opposition parties called for a new probe into the banking crisis, calling the conversation “shocking to the core.” 

Government officials have previously blamed an inability to establish a parliamentary committee as the reason for Dublin's failure to hold a public inquiry. 

“Any suggestion that the taxpayer was lured into bailing out Anglo Irish Bank under a false impression about the state of the bank’s financial condition is deeply disturbing and has to be fully investigated by the authorities,” said Michael McGrath, finance spokesman of Fianna Fail (The Republican Party).

Ireland has yet to criminally prosecute a single banker who helped gamble the country into an economic tailspin. Pearse Doherty, a finance spokesman for the Irish party Sinn Fein, told the Financial Times the new revelations are a perfect opportunity to reverse that trend. 

“They prove conclusively that an investigation is needed into the events surrounding the bank guarantee and subsequently that the people must be prosecuted for their roles in collapsing the Irish economy,” he said.
