The political parties, whose meetings the Fascist Blueshirts protected, merged to become Fine Gael and members of that party are called "Blueshirts" to this very day. Because the authoritarian group's leader Eoin O'Duffy, was also Dictaor of the Irish police, while also closely connected to fascist corporate sponsored movements on the European Continent, the Blueshirts are politically categorized with the MVSN Blackshirts of Italy, along with the Nazis in Germany, who to this day perform similar functions for corporations in slightly more sanitized but equally ruthless manner. The Blueshirts went to fight for the Fascist, Francisco Franco, during the Spanish Civil War after their very bloody Civil War in Ireland, against the people of no property, which continues politically today, in the Irish struggle for the right2water, preventing Ireland's over supply of free water, being owned by a corporation. It rains so much in Ireland, that this farcical enterprise, could only be compared, to the preposterous concept, of an American Corporation, with the collusion of ISIS, selling sand to their own Arabs and denying their own, free sand. This of course is only possible, when the Irish Government and its police force, work for the interests of Corporations, not it's own people, which is fascism.
Over three-quarters won't pay despite revised water charge proposals

Over 79 percent of people in Westmeath are still opposed to the introduction of water charges - despite moves by the Government last week to cap charges until 2019.

A WestmeathExaminer.ie poll of some 211 people has shown that 79.1 percent will not pay the water charges, and feel that they pay enough taxes already.

Meanwhile, the sample showed that some 20.9 percent feel that the revised charges are fair, and will pay.

The cap on charges, announced by the Government last week, will see bills from Irish Water of €160 for a one-adult household and €260 for all other households, reduced to €60 and €160 respectively after a €100 payment promised by the Government.

However, protests against the Government have intensified this week ahead of an anticipated monster demonstration outside the Dáil on December 10.

On Monday night, Westmeath County Council became the latest local authority to vote for the abolition of Irish Water.

A motion by Fianna Fáil's Cllr Ken Glynn received cross-party support, although protesters present were alarmed at news that Irish Water has contacted the council seeking information about its tenants.

 POPE CRITICIZES EUROPE

Ladies and Gentlemen, Members of the European Parliament, within this dynamic of unity and particularity, yours is the responsibility of keeping democracy alive for the peoples of Europe.  It is no secret that a conception of unity seen as uniformity strikes at the vitality of the democratic system, weakening the rich, fruitful and constructive interplay of organizations and political parties.  This leads to the risk of living in a world of ideas, of mere words, of images, of sophistry… and to end up confusing the reality of democracy with a new political nominalism.  Keeping democracy alive in Europe requires avoiding the many globalizing tendencies to dilute reality: namely, angelic forms of purity, dictatorships of relativism, brands of a historical fundamentalism, ethical systems lacking kindness, and intellectual discourse bereft of wisdom.

            Keeping democracies alive is a challenge in the present historic moment.  The true strength of our democracies – understood as expressions of the political will of the people – must not be allowed to collapse under the pressure of multinational interests which are not universal, which weaken them and turn them into uniform systems of economic power at the service of unseen empires.  This is one of the challenges which history sets before you today.

            To give Europe hope means more than simply acknowledging the centrality of the human person; it also implies nurturing the gifts of each man and woman.  It means investing in individuals and in those settings in which their talents are shaped and flourish.  The first area surely is that of education, beginning with the family, the fundamental cell and most precious element of any society.  The family, united, fruitful and indissoluble, possesses the elements fundamental for fostering hope in the future.  Without this solid basis, the future ends up being built on sand, with dire social consequences.  Then too, stressing the importance of the family not only helps to give direction and hope to new generations, but also to many of our elderly, who are often forced to live alone and are effectively abandoned because there is no longer the warmth of a family hearth able to accompany and support them.

WE ARE UNITED IRELAND AGAINST FASCIST BLUESHIRTS

If history repeats itself and the unexpected always happens,how incapable must Man be of learning from experience.Success does not consist in never making mistakes but in never making the same one a second time, wrote George Bernard Shaw, 26 July 1856 to November 1950, who was an Irish playwright and a co-founder of the London School of Economics. Successful students of history, know the veracity of Shaw's statement,hopefully the Irish people and future leaders of Ireland, will bears this in mind over the immediate future. In his book Surviving the Economic Collapse Fernando ‘Ferfal’ Aguirre says that because most people are used to peace and stability they often realize too late that they are in danger. Rather than taking up defensive positions when pushed or confronted by strangers people tend to default to traditional social guidelines so as not to appear inconsiderate or overly reactionary. “This is based on a natural tendency to please others,” says Aguirre.

But making this mistake could have serious adverse implications for you and your family, because acting just a split-second late could lead to serious injury or even death, an outcome Ferfal witnessed all too often during the disorderly collapse of Argentina in the early 2000′s.

“You have to re-program yourself to react violently when surprised or threatened in any way,” recommends Aguirre, who notes that it is necessary to modify your psychological and unconscious social behavior in environments where the potential for violence is high. Rather than expecting non-confrontation, a prepared individual should expect exactly the opposite.


The following video, taken on the Atlantic City Boardwalk shows how very quickly a simple disagreement can turn violent.

An unknown individual is seen arguing with a street vendor and pushing his street booth against the man in what can only be described as an act of thuggery. The vendor is seen trying to back away from the man, but the thug would have none of it.

As the vendor backs up, the thug keeps moving towards him, cutting off any escape route. Words turn to fists and the thug lunges forward with a pretty powerful punch.

The vendor, having anticipated the violent action, immediately moves off of the assailants attack line and out-of-the-way.

After that it’s lights out.

As you watch the video pay close attention to the street vendor’s right hand. While he attempted all methods of avoiding confrontation – stepping backwards from the fight, walking away, and even putting his hands up in a universal non-confrontational manner – it is clear that he went into the situation with the assumption that this individual might take it further than just a screaming match. As such, he concealed what seems to be some sort of metallic weapon in his right hand.

After the thug lunges towards the vendor, the subsequent counter-attack is swift and devastating.

The thug literally never knew what hit him.

Eoin O'Duffy becomes leader

In January 1933, the Fianna Fáil government called a surprise election, which the government won comfortably. The election campaign saw a serious escalation of rioting between IRA and ACA supporters. In April 1933, the ACA began wearing the distinctive blue shirt uniform. Eoin O'Duffy was a guerrillaleader in the IRA during the Irish War of Independence, a National Army general during the Civil War, and the policecommissioner in the Irish Free State from 1922 to 1933. After de Valera's re-election in February 1933, Valera dismissed O'Duffy as commissioner, and in July of that year, O'Duffy was offered and accepted leadership of the ACA and renamed it the National Guard. He re-modelled the organisation, adopting elements of European fascism, such as the Roman straight-arm salute, uniforms and huge rallies. Membership of the new organisation became limited to people who were Irish or whose parents "profess the Christian faith". O'Duffy was an admirer ofBenito Mussolini, and the Blueshirts adopted corporatism as their chief political aim. According to the constitution he adopted, the organisation was to have the following objectives:^[7]

• To promote the reunification of Ireland.
• To oppose Communism and alien control and influence in national affairs and to uphold Christian principles in every sphere of public activity.
• To promote and maintain social order.
• To make organised and disciplined voluntary public service a permanent and accepted feature of our political life and to lead the youth of Ireland in a movement of constructive national action.
• To promote of co-ordinated national organisations of employers and employed, which with the aid of judicial tribunals, will effectively prevent strikes and lock-outs and harmoniously compose industrial influences.
• To cooperate with the official agencies of the state for the solution of such pressing social problems as the provision of useful and economic public employment for those whom private enterprise cannot absorb.
• To secure the creation of a representative national statutory organisation of farmers, with rights and status sufficient to secure the safeguarding of agricultural interests, in all revisions of agricultural and political policy.
• To expose and prevent corruption and victimisation in national and local administration.
• To awaken throughout the country a spirit of combination, discipline, zeal and patriotic realism which will put the state in a position to serve the people efficiently in the economic and social spheres.

Because of the later attraction of the group's leader Eoin O'Duffy to authoritarian nationalist movements on the European Continent, the Blueshirts are sometimes compared to the MVSN (Blackshirts) of Italy and to some extent performed a similar function.^[8][9] Some of the Blueshirts later went to fight for Francisco Franco during the Spanish Civil War and wereanti-communist in nature, however historian R.M. Douglas has stated that it is dubious to portray them as an "Irish manifestation of fascism".

March on Dublin

The National Guard planned to hold a parade in Dublin in August 1933. It was to proceed to Glasnevin Cemetery, stopping briefly on Leinster lawn in front of the Irish parliament, where speeches were to be held. The goal of the parade was to commemorate past leaders of Ireland, Arthur Griffith, Michael Collins and Kevin O'Higgins. It is clear that the IRA and other fringe groups representing various socialists intended to confront the Blueshirts if they did march in Dublin. The government banned the parade, remembering Mussolini's March on Rome, and fearing a coup d'état. Decades later, de Valera told Fianna Fáil politicians that in late summer 1933, he was unsure whether the Irish Army would obey his orders to suppress the perceived threat, or whether the soldiers would support the Blueshirts (who included many ex-soldiers). O'Duffy accepted the ban and insisted that he was committed to upholding the law. Instead, several provincial parades took place to commemorate the deaths of Griffith, O'Higgins and Collins. De Valera saw this move as defying his ban, and the Blueshirts were declared an illegal organisation.

Fine Gael and the National Corporate Party

In response to the banning of the National Guard, Cumann na nGaedheal and the National Centre Party merged to form a new party, Fine Gael, on 3 September 1933. O'Duffy became its first president, with W. T. Cosgrave and James Dillon acting as vice-presidents. The National Guard changed into the Young Ireland Association, and became part of a youth wing of the party. The party's aim was to create a corporatist United Ireland within the British Commonwealth. The 1934 local elections were a trial of strength for the new Fine Gael and the Fianna Fáil government. When Fine Gael won only 6 out of 23 local elections, O’Duffy lost much of his authority and prestige.^[10] The Blueshirts began to disintegrate by mid-1934.^[11] The Blueshirts floundered also on the plight of farmers during the Economic War, as the Blueshirts failed to provide a solution. Following disagreements with his Fine Gael colleagues, O'Duffy left the party, although most of the Blueshirts stayed in Fine Gael. In December 1934, O'Duffy attended the Montreux Fascist conference in Switzerland. He then founded the National Corporate Party, and later raised an"Irish Brigade" that took General Francisco Franco's side in theSpanish Civil War.^[12]

Ireland Ripe for Revolution?

Recent events have shown, that Europe is still confronted with the same problems, since the financial crisis of 2008, deepening a class divide, which has led to widening political instability all over, that has now belatedly provoked the Irish people. The dialectic around the activity surrounding the right2water crisis, has politicized the Irish people to the extent, that they not alone distrust the old power structures of church and state but they are also, no longer hostage to the corporate media. They have found their own voice and dialectic in the course of the protests, that is evolving towards the dialectics of materialism, while at the same time bonding with their common class identity. It is too late to turn the clock back now, even if the water meter issue itself were resolved. Throughout the EU, countries such as Italy, Portugal, Greece, Ireland, Spain and the latest state faced with a banking crisis or “financial meltdown”,that is Cyprus are all teetering on the edge of an economic abyss. What ails these euro zone states? It’s the draconian politics of austerity. These low or no growth remedies imposed by non-elected officials have led to the fall of governments in the so called EU “core countries” including now Italy. New actors have emerged to take on the effete elite. The Beppe Grillo political phenomenon has sent a deafeningly loud message to the establishment.

Massively, austerity with its adjunct deep social cuts, wage squeezes and endless “structural reforms”, has been rejected at the polling booth. The satirist cum politician, has not only provided some much needed comic relief to a deeply discontented populace, but he has also given vent to anger, or deep seated frustration with the out-going technocratic government of Mario Monte. In the wake of the national elections, Italy seems destined to return back to an era of short lived coalition and chronic instability which characterized the political life of the country in the post-world war years. But much more worrisome for the Brussels “commissars” is what’s happening in the Balkans. Over there we might be seeing the beginnings of a really “civil society” led, yet not so peaceful revolution.

Balkans Spring?

Do events in Bulgaria mirror those of the Arab spring? Has the violence in North Africa crossed the Mediterranean via Greece to Bulgaria? Yes it has, indeed. The confrontations between police and protestors in places like Varna and Sophia (sparked by rising energy costs, stagnant wages etc.) have rocked the region to the same extend as those in Egypt or Tunisia. And like in North Africa, the government in Sophia has fallen fast in the wake of popular unrest.

The death this week of Plamen Goranov due to self-immolation in Bulgaria is not unlike the protests actions of Mohamed Bonazizi, the Tunisian street vendor whose desperate act triggered massive demonstrations in his country, which later spread throughout the Maghreb. Whatever similarities there might be between these dramatic events in history, the suicidal yet symbolic act of one man in Varna, has ignite done more powder keg in another highly volatile part of the world which is the Balkans; an area which as we all know, was a flashpoint ofa conflict which sparked the outbreak of the First World War and also was the venue of the ex-Yugoslavia war. Both wars altered the geopolitical face of Europe forever. And will likely do so again soon if the instability there continues.

Oxymoron: EU peace prize in times of great social, economic and political unrest on the continent

Where this growing popular unrest is leading is hard to tell. But one thing seems sure: the EU is faced with widening instability not only in core states,but alsoin those on its periphery. That is the instability has spread beyond the Eurozone to the non-Eurozone states as well; or to Bulgaria, one of the newest member states but also one of its poorest. There is an explosive cocktail of dire poverty, widespread corruption and criminality known as “mafianomics” there, which characterizes boththe country and the region. This is not helpful. But then neither are the policies of the troika: EU, IMF and European Central Bank. These policies devised in Brussels, Washington and Frankfurt are destabilizing not only Mediterranean anymore, but Europe and the Balkans as well. Europe’s underbelly is on fire. How long will it take before the conflagration reaches the EU’s inner core: that is France, and then Germany?

Will the widening social protests against austerity lead to a continent wide revolution as it did in 1848? Perhaps not, but the EU is faced with permanent fragmentation into blocs composed of “haves and have not” states which is reminiscent of pre-war and pre-revolutionary Europe. An unpalatable prospect indeed, for an institution which won the Nobel peace prize in 2012

We've suspected this for years in Ireland. Why else would Ireland and Britain's health systems, our national assets, built over many generations, with taxpayers contributions, change to U.S. private interests, the very same U.S. private interests which cannot provide proper health care to ordinary Americans. Why else would Shannon Airport, in a supposedly a supposedly neutral country, be handed over for NATO use?

Every Irish and European leader and past ministers alive, should be questioned and interrogated on this article, but the mainstream presstitute, whores, won't do it. They'll be allowed to walk away with the money as usual no questions asked.

Colonization was the theft of resources in places like Ireland, the only difference today, is a name change. Resources worldwide are now stolen through the IMF and corporations. Colonization is more prevalent than ever, with none of the wealth shared by average citizens, of even the wealthier states. Everyone is now colonized, enforced by police states, impoverished and brainfilthed by mainstream corporate whore houses of political porn.

How strange then, that Irish people who claim, they would do anything for their children, while at the same time selling out their country, that will be barely inhabitable for the their children. Scameron's other island of Orangemen, Blueshirts and Sellouts.

Speaking with many people from across the political divide in Ireland currently , the general consensus privately, is that Irish Peace Process, is currently dying a slow death. One of its principal architects Gerry Adams in a statement recently stated, “The political process is in trouble. I believe that the political process faces its greatest challenge since the Good Friday Agreement negotiations in 1998. The anti-Good Friday Agreement axis within unionism; the pro-unionist stance of the British secretary of state Theresa Villiers; the refusal of Downing Street to honour its own obligations, are combining to create the most serious threat to the political institutions in the North in recent years.

“The result of all this is directly undermining power-sharing and partnership government. The unionist leaderships have been encouraged in their posture by a British government that has not been fully engaged with the political process for four years.” He added, that traditional pro-British Unionist were unwilling to participate positively in any of the Agreement's institutions, stating that “Instead it has adopted a tactical approach aimed at serving the political agenda of a fundamentalist rump in their party rather than the needs of the whole community,”

Again yesterday, Adams made a veiled attack, on the current Fine Gael regime in Government in the South of Ireland, which has traditionally protected the Unionists in the North, stating, "An anti-agreement axis has now emerged. There needs to be a pro-agreement axis and the two Governments need to be very, very focused on delivering on the agreement.” 

The Irish Government has been too passive in my view and the Taoiseach(Irish Prime minister) could well emulate the example of Albert Reynolds (Another Peace Process architect who died last week)  to get involved and press ahead but particularly to keep the British Government to its obligations.”

The traditional Unionist Leader in the north Peter Robinson statement in reply, "Once more we see the self-serving attempt by Sinn Fein to distract public attention from real problems by blaming everyone, except itself, for what it asserts is a crisis that impacts on the political institutions."

Last week Hilary Clinton 's aide “Today, too many in Ireland take two decades of a ceasefire for granted. They still focus on their own sense of victimhood of the past and fail to forge a new united community that can not only solidify the peace, but even build shared prosperity. A look back at the hard-fought ceasefire may encourage some broader thinking about the responsibility of leadership to build a better shared future for the people of Ireland.”

The British Conservative Government and their Vice Royal in Ireland, since coming to power, other than enforcing a heavy censorship of international media coverage of the ongoing low intensity war In Occupied Ireland, have irresponsibly taken a hands off approach with the Peace Process and essentially have failed to understand the critical small print of the dying Good Friday agreement.

In a recent statement the leader of Republican Sinn Fein, the traditional  Irish Republican voice, leader Des Dalton stated, "We are being asked to abandon the high ideals, that inspired that revolutionary generation of a century ago and instead embrace the mythology of empire. It is evident that in the decade of centenaries, the political establishments of Leinster House, Stormont and Westminster, are determined to draw a line under Irish history. By demonising and isolating Irish Republicanism and refusing it access to public debate, they hope, that it will simply fade from the public consciousness, robbed of historical or political legitimacy. Quoting from a Ronan Fanning article in the Irish Times, he added,  “…the propagation of a bland, bloodless, bowdlerised and inaccurate hybrid of history, which if carried to extremes, is more likely to provoke political outrage than to command intellectual respect, let alone consensus.”

The Freemasonry of the Orange Order are now front and centre in Unionist, Fine Gael and British politics. Its Chaplain, Rev Mervyn Gibson, the most influential person in all-party talks on flags, parading and the past, is even more influential after the DUP and UUP scuttled the talks by the recent US Government to try move the dying process on, with its envoys Richard Haas and Meghan Sullivan sent packing by the Orange Order, exercising its trump card, the Orange veto.This is one of many critical factors, that was not dealt with by The Peace process. Another was the issue of large numbers of political prisoners still languishing in British Gaols, in both parts of Ireland. This threatens to explode again at any moment, in the same way that, the Hunger Strike of Bobby Sands and the 11 other Irish Republicans, who starved to death on Hunger Strike, changing the face of Irish politics and giving the platform to Adams voice, to be serious player he now is in Irish politics.


Now however, as the Orange Order have demonstrated themselves to be the real voice of traditional Unionism, while  Adams clearly does not speak for traditional Irish Republicans. What Nancy Soderberg and the British Conservative Party in London have failed to grasp, is that the Good Friday Agreement will not stick, without a proper foundation, in the context of both the Orange and Green traditions of Ireland. These traditions are deep in the psyche of the majority of Irish people's consciousness. One of the principal lessons of the last 800 years of irish History which Ms Soderberg in the context of Ireland and many American citizens in the context of their own short history, fail to understand is "Old Europe."


In light of all of this, one does not have to be particularly bright to observe, that the Peace Process is past its sell by date on the ground in Ireland. It clearly needs to evolve into something more comprehensive and inclusive with respect to the matter of Orange/Green traditions and their real voices. Clearly again for a more permanent solution, the "Peace Process needs to evolve from a superficially contrived short term solution into a bedded down Comprehensive Settlement Process

The English Oxford dictionary  defines "settlement"as "An official agreement intended to resolve a dispute or conflict." Obviously in any permanent settlement, compromise is critical and nobody is going to achieve their ideals.This needs to be first accepted by everyone at the negotiating table, however painful.The alternative is a war for total victory, the consequence of which, no sane mind can countenance. Most fair minded traditional Irish republicans will acknowledge, that the Orange tradition has made considerable sacrifices, with respect to their identity, particularly in the context of both World Wars and the recent ongoing war in Ireland, with tens of thousands losing their lives in all of this.This is a considerable factor in their tradition and identity. Any agreement that ignores this reality is doomed.


Likewise within the "green tradition" millions of Irish have died, as a result of British colonialism. This reality cannot simply be airbrushed out of Irish history by revisionism because it is deeply embedded, consciously or unconsciously, within the Irish psyche, on the same scale as the Jewish Holocaust is with Israelites. It also must be addressed within any credible settlement.There are  many other pressing, critical social issues within Ireland, such as a Bill of Civil Rights, People before Profit, transparent genuine Immediate Democracy, with modern technology, such as the internet democracy, with checks and balances, that ensure ordinary people have real voting power against unregulated Corporate monopolies hijacking the constitutional process with political bribery and the current endemic corruption of the present sytem, in all parts of Ireland


To any objective political view, of the small island of Ireland, with its current political realities, it is crystal clear, that a Federal solution similar to many other European countries, is really the only feasible solution to the current reality with an arrangement where Unionists in Ulster keep their identity and traditions, within a British Commonwealth arrangement, customized specifically to facilitate their specific traditions and arrangements and possibly protect them along with their British brethren form the creeping, fascist monopoly of Europe. This of course will be anathema to many traditional Irish republicans, but it will take compromise, fair mindedness and sacrifice, in any credible settlement, that is based on reality, as opposed to the horrific alternative.

Of course many will argue, that the changing demographics on the ground will change this, but in a Spirit of true reconciliation all minorities, including immigrant aspirations, must be respected in any genuine modern democracy. Traditional Irish Republicans like Ruarai O'Bradaigh, recognized this and presented drafts for a comprehensive agreement that factored in much of this compromise, in a Spirit of Genorosity, which has traditionally been a much acclaimed Irish characteristic, at least until recently. It is time for everyone to get real, put their ego's and personalities to one side and make this comprehensive, inclusive, settlement a reality, based on civilized principles of human progress.

Proxy British Rendition Guilty of Torture European Court of Human Rights

The United States' Central Intelligence Agency (CIA) runs a global incarceration operation of suspected terrorists, known as “extraordinary rendition”, which from 2001 to 2005 captured an estimated 150 people and transported them around the world. A document which is a summary of 42 classified CIA documents given to the British in 2002 meant for "Eyes Only" in the intelligence community, but the program's roots can be clearly discovered in British internment practiced in British Occupied Ireland outlawed by the European Court of Human Rights to which the British promised cessation only to replacing it with rendition, often using the US to torture and intern in return for British training.

The US government has threatened the British government that the US-British intelligence relationship could be damaged if this material were released.  The dimensions of this program for the most part are still classified but revelations regarding torture, includes documentation of the fact the CIA conducted "continuous sleep deprivation" under threats of harm, rendition, or being "disappeared," were declared by a British court as being "at the very least cruel, inhuman and degrading treatment and in violation of the United Nations Convention Against Torture. "Eyes Only" in the intelligence community, but the program's roots can be clearly discovered in  Rendered persons are reported to have undergone torture by the receiving countries. This occurs with the cooperation and training of the United Kingdom who trained the CIA with its colonial experience with internment torture worldwide. Britain still practices internment without trial and deprivation torture in British Occupied Ireland.

European Court of Human Rights Finds CIA Guilty of Torture

America must now apologise to the German citizen, a victim of mistaken identity who was kidnapped and beaten by the CIA

December 13, 2012 "The Guardian" --  The much-maligned European court of human rights has this week shown itself at its very best: standing up for the rights of an individual who has been denied justice for almost nine years since he was abducted, secretly detained, and tortured under the CIA's rendition program.

Khaled El-Masri, a German national, was seized by Macedonian security officers on 31 December 2003, at a border crossing, because he had been mistaken for an al-Qaida suspect. He was held incommunicado and abused in Macedonian custody for 23 days, after which he was handcuffed, blindfolded, and driven to Skopje airport, where he was handed over to the CIA and severely beaten.

The CIA stripped, hooded, shackled, and sodomized el-Masri with a suppository – in CIA parlance, subjected him to "capture shock" – as Macedonian officials stood by. The CIA drugged him and flew him to Kabul to be locked up in a secret prison known as the "Salt Pit", where he was slammed into walls, kicked, beaten, and subjected to other forms of abuse. Held at the Salt Pit for four months, el-Masri was never charged, brought before a judge, or given access to his family or German government representatives.

The CIA ultimately realised that it had mistaken el-Masri for an al-Qaida suspect with a similar name. But it held on to him for weeks after that. It was not until 24 May 2004, that he was flown, blindfolded, earmuffed, and chained to his seat, to Albania, where he was dumped on the side of the road without explanation.

In December 2005, German Chancellor Angela Merkel told a press conference – while then Secretary of State Condoleezza Rice stood by her side – that the United States had admitted it had made a mistake. But the US government still refused to acknowledge its shameful conduct in el-Masri's case and waged a successful campaign to prevent other governments from disclosing the truth.

El-Masri's subsequent search for justice has repeatedly been thwarted. The United States succeeded in getting el-Masri's US lawsuit dismissed on "state secrets" grounds without even responding to his allegations; in 2007, the US supreme court declined to review that dismissal. The Macedonian government resorted to bald-faced lies, claiming that it played no role in his detention or abuse, despite overwhelming evidence confirming his account. The German government refused to disclose what it knew about el-Masri's case, and apparently caved to US pressure not to seek extradition of CIA officials involved in el-Masri's rendition.

Today, the European court of human rights delivered a measure of justice to el-Masri. It vindicated his account of his ill-treatment, and unanimously found that Macedonia had violated his rights under the European Convention, including by transferring him to US custody in the face of a risk of ill-treatment, and facilitating and failing to prevent his being subjected to CIA "capture shock" at Skopje airport.

This is the first court to comprehensively and specifically find that the CIA's rendition techniques amounted to torture. The decision stands in sharp contrast to the abject failure of US courts to deliver justice to victims of US torture and rendition.

Both the United States and Macedonia must now issue el-Masri a full-scale public apology and appropriate compensation. Macedonia should also commit to an internationalized investigation capable of holding its officials accountable. There are plenty of examples of such inquiries into national issues that are too politically charged to handle unaided: Northern Ireland's 1997 Independent International Commission on Decommissioning (IICD) included members from Canada, the United States, and Finland.

But Europe's work is not over yet. Macedonia was not the only European country complicit in CIA renditions. A 2006 inquiry by Swiss Senator Dick Marty implicated 14 European governments – including the United Kingdom – in the CIA's "spider's web" of rendition operations. But with the exception of Italy, whose highest court recently upheld the convictions of US and Italian officials for involvement in rendition, neither the UK nor other complicit countries – including Lithuania, Romania, and Poland, which hosted secret CIA prisons – have conducted effective investigations capable of holding officials accountable for their participation in rendition.

The human rights principles at stake extend to the use of the death penalty. European governments are prohibited from transferring criminal suspects to the United States if they risk execution; yet Abd al-Rahim al-Nashiri, a Saudi national, was secretly flown to Guantánamo Bay after being held in secret CIA prisons in Romania and Poland. He now faces a possible death sentence after a trial by military commission that does not meet international standards.

The European court's decision in the el-Masri case is a clarion call for accountability for the flagrantly illegal CIA rendition program.

The time has come for European governments to stand up to the United States and break the conspiracy of silence, regardless of the diplomatic consequences. As former Human Rights Commissioner for the Council of Europe, Thomas Hammerberg, rightly said on the occasion of the tenth anniversary of the 11 September attacks:

"The purported cost to transatlantic relations of pursuing such accountability cannot be compared to the damage inflicted on our European system of human rights protection by allowing ourselves to be kept in the dark.
